Jiangsu Clarified School Opening Arrangement of the Autumn Semester

With consent of the Provincial Party Committee and the Provincial Government, primary and secondary schools (including secondary vocational schools and special education ones, hereinafter the same) and kindergartens across Jiangsu will start the new semester pending the two categories they fall in: first, those in prefecture-level cities that have been in low-risk areas of COVID-19 since beginning of this year may arrange normal returns to school on the 1st of September. Second, those in prefecture-level cities that have reported medium or high-risk areas since beginning of this year may space out students’ returns only after 21 days since the entire city is changed into status of “low-risk”. Primary and secondary schools that cannot open normally could organize online learning and lecturing. Specific arrangements will be implemented upon approval of competent departments guiding pandemic prevention and control work in each prefecture-level city.

Colleges and universities shall not arrange for students to return to school before September 15, but can carry out online teaching according to the autumn semester academic calendar. Those in prefecture-level cities that have been low-risk areas since beginning of this year may stagger students’ returns after September 15 while those in prefecture-level cities that have reported medium or high-risk areas may do so after 21 days since the entire city is changed into status of “low-risk”. Return of students is prohibited for schools at all levels and of all types in the following three circumstances: first, if the pandemic prevention and control conditions fail to meet the local pandemic response requirements; second, if the prevention and control measures fail to be adequately put into practice; third, contingency plans and emergency drills are not properly conducted. Return will be put on hold for faculty, students and staff of colleges and universities in prefecture-level cities that have reported medium or high-risk areas, and for faculty, students and staff with a history of living or traveling in medium or high-risk areas 21 days before returning to school.

The same rules are applied to technician institutes mutatis mutandis. After-school training institutions and baby and child care facilities will not resume offline get-together training (or care) activities until all local primary and secondary schools as well as kindergartens open and specific time will be confirmed by competent departments guiding pandemic prevention and control work in each prefecture-level city.
