On June 1, the public security organs of Hangzhou, Wenzhou, Huzhou, Jinhua, and Quzhou jointly launched a convenient measure of “cross-regional” household registration business, including resident ID card application, resident household registration book application, household registration relocation, etc., to meet the needs of people who are eligible for these businesses.
“Unexpectedly, I managed apply for a household registration book for residents in Wenzhou when I was in Yiwu, saving the trouble of personal visits the two places respectively”. According to the introduction, this convenience measure opens up nearly 83% of the inter-city household registration business channels, which can benefit more than 600,000 migrant people in Hangzhou, who come from Wenzhou, Huzhou, Jinhua, and Quzhou.
In recent years, with the acceleration of regional integration, personnel exchanges between regions have become more frequent, and the demand for cross-regional household registration business has increased. The Provincial Public Security Department aims at the objective of “cross-regional handling in the whole province”, by select some districts and cities to carry out the reform of cross-regional handling of high-frequency administrative services. BY the end of 2019, all the 11 prefecture cities in the province have realized “inter-city handling within these cities”. BY April this year, the five cities of Ningbo, Shaoxing, Zhoushan, Taizhou, and Jiaxing have also partly realized the “cross-regional handling” of household registration services.
“Before the end of this year, the main household registration businesses in 11 prefecture cities, including Lishui, in the province will achieve “cross-regional handling within the whole province”. The person in charge from the Public Security Management Corps of the Provincial Public Security Department introduced that there were difficulties in cross-regional handling of household registration businesses before, mainly because of insufficient data sharing between different regions and inconsistent business processing procedures. To this end, the Provincial Public Security Department has implemented a series of reform measures. At present, the province’s population information management system has been upgraded in an iterative manner, achieving “the provincial unified population system and unified database”. This has laid a technical foundation for the cross-regional handling of businesses within the province. In 2020, Regulations on the Management of Permanent Residence Registration in Zhejiang Province had been revised, clarifying the conditions for handling various types of residence registration and resident ID card business, and thus basically achieving a unified set of standards, unified procedures, and non-discriminatory handling.
The public security departments has also built an integrated “Internet + household registration” platform for the convenience of people. At present, relying on Zhejiang Provincial Government Service Platform and Zheliban Government Service APP, 50 businesses and 30 inquiries have been realized through “online and handheld services” .
