Recently, China’s “Easy Handheld Service” Index and China Provincial Mobile Government Service Report (hereinafter referred to as Report) were released. According to the Report, the Zhejiang’s “Zheliban” APP and Shanghai’s “Suishenban” APP have the best overall performance. Among them, the “Zheliban” APP ranks A+ in the four dimensions of accessibility (availability), usefulness (effectiveness), use-friendliness (easy operation), and satisfaction (attractiveness), and Zhejiang is the only province that has obtained 4 A+s.
The index and report are published by a third-party, the Digital and Mobile Governance Laboratory of Fudan University, after evaluation of the mobile government service applications developed and operated by 31 provinces (autonomous regions and municipalities) and Xinjiang Production and Construction Corps.
At present, the number of registered users of the “Zheliban” APP has exceeded 69 million. It provides services for 3,642 applications for government services, such as urban and rural residents’ basic pension insurance registration, for more than 800 convenience services, such as the starting up of enterprises, the health code and the cold chain in Zhejiang, and for 21 thematic services, providing comprehensive, standardized, open, fair, convenient and efficient government services.
