Recently, the General Office of the Provincial Government issued a notice to reward 73 units that have achieved significant results in implementing major policies and measures in 2020, and will accordingly adopt incentive policies in 33 aspects including preferential allocation of funds, rewards for land use and pilot reforms.
The list of incentives involves 33 groups, including 7 cities, counties and districts such as Hangzhou and Ningbo who have achieved remarkable results in the “service procedure” reform; 6 counties and districts such as Anji who have achieved distinct results in promoting foreign trade stability; 6 counties and districts such as Xiaoshan District who have achieved good results in implementing the new investment policy and the county-chief projects, and optimizing the investment structure; 2 districted cities such as Jiaxing who have achieved distinct results in carrying out financing projects and preventing financial risks; 3 counties and districts such as Tiantai County who have achieved significant results in supporting employment and entrepreneurship, and in improving such services; 5 counties and districts including Xiuzhou District of Jiaxing City who have achieved significant results in increasing agricultural production and ensuring supply; and 5 counties and districts such as Yinzhou District of Ningbo City who have achieved good results in helping small and micro enterprises and individual businesses and stimulating market vitality.
In order to further strengthen the positive incentives, Zhejiang began to explore the establishment of a supervision and incentive mechanism in 2018. Every year, in order to ensure the implementation of key policies and measures, the provincial government will provide incentives and support to local governments who have achieved significant results. According to statistics, altogether 156 incentives were offered, including 31 incentives for districted cities, and 125 for counties and districts. 35 counties and districts have received more than 2 incentives due to their excellent performance in many tasks. In addition, among the 26 fast-developing regions, 19 counties and districts received 30 incentives, which reflects the preference of incentives towards the grassroots and the fast-developing regions.
At present, relevant provincial departments are organizing the implementation of such incentive measures, instructing local governments to make full use of the bonus and give full play to the incentive leverage effect.
