Action Plan for Business Environment Building for Chengdu Metropolitan Area Issued

The Special Action Plan for Creating a Stable, Fair and Accessible Business Environment in Chengdu Metropolitan Area (Chengdu-Deyang-Meishan-Ziyang Integrated Development) (hereinafter referred to as the Action Plan) has been issued. The Action Plan has put forward to fill the gap in the business environment among Chengdu, Deyang, Meishan and Ziyang in three phases.

As stated clearly in the Action Plan, by the end of 2021, the overall business environment of the metropolitan area will be significantly improved with the gap in the regional business environment being narrowed. Specifically, the gap in indicators of enterprise-related affairs will be narrowed to less than 30%, more than 30% of high-frequency government service affairs can be handled cross-regionally, and more than 90% of government service affairs can be handled online through the whole process. By the end of 2022, the overall business environment of the metropolitan area will be remarkably improved with the gap in the regional business environment being gradually filled. Specifically, the gap in indicators of enterprise-related affairs will be narrowed to less than 15%, more than 50% of high-frequency government service affairs can be handled cross-regionally, and more than 95% of government service affairs can be handled online through the whole process. By the end of 2023, the overall business environment of the metropolitan area will be comprehensively improved with the gap in regional business environment being basically filled. Specifically, the gap in indicators of enterprise-related affairs will be narrowed to less than 5%, more than 80% of high-frequency government service affairs can be handled cross-regionally, and 100% of government service affairs can be handled online through the whole process. Regional barriers in government affair handling will be removed on the whole.

Moreover, the Action Plan has also provided the following specific measures and pathways. The first is enhancing connectivity and promoting sharing. Efforts will be made to build a half-hour commuting circle through rail transit, plan to build Deyang-Meishan-Ziyang high-speed railway operation station, continue to optimize high-speed railway operation schemes and explore to promote the monthly high-speed railway ticket system in the metropolitan area. The provincial government affairs data-sharing platform will be relied on to build a dedicated area for data resource sharing among Chengdu, Deyang, Meishan and Ziyang and realize information integration in public management, government affairs services, spatial geography and other fields.

The second is unifying standards and regulations and promoting cross-regional handling of government affairs. Efforts will be made to advance equal acceptance and unified handling standard for government affairs services across the board and increase the proportion of affairs that can be handled cross-regionally to over 30%, 50% and 80% year by year; connectivity among the 12345 service hotlines of the four cities will be advanced and government affairs can be consulted through one button in Chengdu, Deyang, Meishan and Ziyang. The third is building together the investment environment and promoting equity and openness. Reform measures will be taken to relax restrictions on market access in the field of digital economy to solve the problems such as excessive items and high standards on market access into the digital economy; the negative list system for market access will be introduced consistently across the board and the policy of “entry unless on the list” will be conscientiously implemented.

The fourth is breaking down barriers in administration and promoting the flow of factors. Efforts will be made to explore the establishment of a unified usage mechanism for construction land quota among Chengdu, Deyang, Meishan and Ziyang and optimize the layout for construction land; work will be done to establish a cooperative guarantee mechanism for construction land used for key projects under the integrated development of Chengdu, Deyang, Meishan and Ziyang, establish and complete the market supply system for industrial land in the urban metropolitan area, prioritize Chengdu, Deyang, Meishan and Ziyang in annual land use planning and increase urban space supply.

The fifth is guaranteeing the rule of law with stronger efforts and promoting joint supervision. Efforts will be made to promote the distribution of complex and simple bankruptcy cases and realize the speedy trial of simple bankruptcy cases. For bankruptcy cases suitable for simplified trail generally, the bankruptcy proceedings can be finalized within six months. For cases unsolved for more than a year, monthly joint trial will be introduced.
